We currently have openings for health policy program associates in the following office locations: Washington, DC; Cambridge, MA; Princeton, NJ; Chicago, IL; and Ann Arbor, MI. As a program associate, you will coordinate project activities, manage project tasks, and provide logistical, operational, and analytical support to our research teams. Program associates support health projects that touch virtually every area of the healthcare delivery system in the United States. Broadly guided by the triple aim of improving individual health care, improving population health, and reducing cost, our projects include supporting the Centers for Medicare and Medicaid Services with development of quality measures, evaluating interventions for individuals with disabilities for the Social Security Administration, and conducting research studies for nationally-known private foundations, among many others.
Program associates manage and support the operations of these projects in health. They work closely with project directors and task leaders to develop and implement processes and systems that ensure the quality, timeliness, and cost-effectiveness of client deliverables. While they may engage in research activities, such as conducting interviews and performing literature reviews, the program associate is not a research, programming, or systems engineering position. Rather, program associates contribute to the efficient and successful operations of projects, both internal and external, through the broadest possible range and application of problem-solving and interpersonal techniques backed by a working knowledge of specific public policy areas and research methods.
The program associate position offers significant potential for movement within Mathematica. Successful health program associates fulfill a broad array of roles at Mathematica and commonly:
Provide the energy and organization needed to help keep research projects on time and on budget by serving as a central hub of project activities. Program associates support project teams with the full suite of project management activities, from helping project directors plan, procure, manage, and close out complex projects, to designing and implementing tools and processes to help organize data and manage teams
Monitor, and analyze project expenditures in preparation for monthly progress reports and project reviews. Related work includes monitoring subcontractor expenses and invoicing, conducting cost analyses, and forecasting project costs and resource constraints
Help plan for and prepare contract proposals, including preparing budgets for proposals
Serve as a liaison among technical project staff, researchers, internal business departments, external consultants, subcontractors, and client representatives
Develop and maintain project collaboration tools, including Microsoft SharePoint websites, Access and SQL databases, Excel spreadsheets, and Microsoft Project online web applications
Ensure project adherence to data privacy and security requirements and other contractual stipulations
Help prepare documentation such as schedules and work plans, programming requirement analyses, business analyses, programming specifications, and technical material such as data dictionaries
Develop documentation that explains system requirements and functionality
Assist in research activities on assigned projects. This may include coordinating and participating in interviews and/or site visits, organizing webinars and technical expert meetings, taking meeting notes, and drafting sections for deliverables and proposals
- Bachelor’s degree in a relevant field, such as business, government, public policy, political science, economics, or mathematics, or 3 years of equivalent experience
- Interest in government contracting, evaluating government programs, and/or improving government operations
- Outstanding organizational skills and a high level of attention to detail
- Excellent written and verbal communication skills. This includes the ability to communicate tactfully and diplomatically with others, including senior staff
- Desire to learn and thrive in a collegial, team-based environment that involves responsibility for accuracy and deadline-driven deliverables
- Good judgment and common sense, especially in situations in which guidance is unclear or absent
- Flexibility to handle multiple priorities, sometimes simultaneously, under deadline pressure
- Proficiency with Microsoft Word and Excel. Experience with Microsoft Project and/or programming languages such as Visual Basic, R, SAS, or Stata is a plus
Various federal agencies with whom we contract require that staff successfully undergo a background investigation or security clearance as a condition of working on the project. If you are assigned to such a project, you will be required to obtain the requisite security clearance.
