Clinical Quality Measure Lead

Mathematica seeks a clinical quality measures professional with experience developing, testing, implementing and maintaining clinical quality measures. This individual should have experience working in a clinical healthcare setting with expertise in quality measure development or implementation.

Responsibilities:

  • Serve as intellectual lead and subject matter expert for one or more measures

  • Lead environmental scans to establish evidence base for measure concepts and measures; responsible for thoroughly understanding the available literature for the measure topic area

  • Lead development of measure specification, including research and documentation

  • Lead development of business case, including research and writing.

  • Identify key research questions for testing and reviewing materials

  • Analyze testing results to determine relevancy for measure specification

  • Act as primary point of contact for all measure-related questions

  • Draft informational progress updates and decision memos for project sponsors

  • Lead or mentor staff for ongoing maintenance of the measure (literature review and guidelines, review of comments/questions, data analyses, and input from experts)

  • Respond to all public comments received on the measure from project-sponsored comment period, federal rulemaking, National Quality Forum (NQF), and other public forums

  • Present measure-related information to technical and clinical expert panels as well as other expert and advisory groups as needed

  • Provide critical review of measure documentation and testing results

  • Develop, prepare, and submit measure information for independent review and endorsement and attend meetings to support these activities

  • Manage team resources appropriately and identify when and where additional input is needed

  • Synthesize and critically review information across multiple sources to make a decision, while working with other team members

  • Effectively delegate, as appropriate, and mentor junior staff

  • Provide quality assurance reviews with constructive feedback on work products delegated to junior staff

Position Requirements:

  • Master's degree and 7+ years of relevant experience or doctoral degree in any of the following fields: medicine, nursing, engineering, public health, health informatics, health information management, health care management, business administration, computer science, or a related field, or a bachelor’s degree and 10+ years relevant experience.

  • Experience developing, evaluating or implementing clinical quality measures and understanding of the clinical rationale related to the measure concept

  • Experience with or knowledge of Centers for Medicare & Medicaid Services, state, and other quality reporting programs

  • Experience collaborating with and building consensus within diverse teams

  • Successful history of communicating findings to and collaborating with clients and decision makers

  • Excellent oral and written communication skills; ability to write clear and concise technical memos and documents; experience giving presentations to panels and large groups

  • Proven track record of successful leadership with excellent facilitation skills, including the ability to resolve issues and build consensus among groups of diverse stakeholders

  • Strong organizational skills and high level of attention to detail; flexibility to lead and manage multiple priorities, sometimes simultaneously, under deadlines; ability to work in a fast-paced environment

  • Demonstrated ability to provide task leadership and coordinate multidisciplinary teams that involve subcontractors and/or multiple stakeholders; and manage multiple work demands simultaneously
