Our clients need clinical quality measures that are scientifically sound. Mathematica seeks a measurement scientist with experience evaluating the psychometric properties of clinical quality measures and interpreting the results to inform our clients about the appropriateness of the measures for use in national quality programs and advise on implementation strategies. This individual should have doctoral level training in a health related discipline such as epidemiology, psychology, or sociology and experience developing, evaluating or implementing clinical quality measures.
Responsibilities include the following:
Consult and advise on clinical quality measure specification, including risk adjustment
Consult and advise on design of measure testing plans (reliability, validity, risk adjustment)
Advise and assist with the implementation of sampling and other analytic strategies to facilitate robust measure testing
Advise and assist with the implementation of analytic strategies to address real world measure testing problems such as small Ns and missing data
Lead and interpret quantitative analyses to evaluate reliability and validity of measure (including working with/delegating to programmers and analysts)
Provide critical verbal and written review of measure documentation and testing results
Mentor junior staff and programmers
Contribute to the development and review of measure-specific business cases, including research and writing
Become familiar with and apply CMS’s Measures Management System Blueprint
Respond to relevant public comments received on the measure from project-sponsored comment period, rulemaking, National Quality Forum (NQF), and other public forums
Develop, prepare, and submit measure information for independent review and endorsement and attend meetings to support this activity meetings
Advise on informational progress updates and decision memos for project sponsors
Present and lead discussion of measure-testing information to technical and non-technical audiences with an emphasis on implications for measure implementation
Doctoral level training and/or relevant experience in any of the following fields: psychometrics/measurement science, epidemiology, psychology or other social science with a topical focus on health care, or a master’s degree and 8+ years relevant experience
Excellent oral and written communication skills; ability to write clear and concise technical memos and documents; experience giving presentations to panels and large groups
- Strong organizational skills and high level of attention to detail
- Flexibility to lead and manage multiple priorities, sometimes simultaneously, under deadlines
